Do u have any accesoiry's?
Because you will need a iron set or in + sos+2.. (that is 250$ easy)
But for a RLB BP with accesoiry I would go for the MS+9, crazy AP!!!
But if you want to play DCZ to I'd take the HB+8 over the MS+9

the ms +9 alone would consume all ur budget lol
get paper armor +8 with str
hb +8
iron set
lilime's and foverins as high + as possible
also go for 190str and rest hp.this way you will be a good tank ( with the iron set ) and the hb +8 will make up for the ap loss with its elemental dmg
