Click and Buy & Kesn

I'm using a 3 year old account and I have always had the option of using click and buy or kesn. I made a new character on the same account but now I only have the kesn option (which isn't always succesful for me). Is there a certain lvl I need to be to get both c&b and kesn option?

Yea i think u need to be a certain level. And relog. But doesnt click & buy somtimes charge extra? It did for me so i stopped using it.

if im not wrong its 30 or 45.. not sure.. i think 30 but not 100% sure
