Combining old uniques

Unless I'm missing something or an update, but I haven't played for almost 3 years and last week I tried combining 3 old unique for a chance to receive a +0 and it wont let me.

did the formula change? can I still make +0 from old unique?

Server is Manes by the way.

hello.
1. U need items from monster stone ( 50scrap of steel + 5 nest scrap for 1 uniq)
2. need 3x old unique ( u cant combining sealed olds like flame ring, ring of life etc)
3. before u combining u need to buy soft stone from Jewelery NPC for 1mln noah.

Thats what Iv been doing and it wont let me... since when I cant do sealed olds? o.O
