You may only unseal a character if it belongs to the same nation as your current character.

I am assuming you don't need any information to unseal the character into an empty slot?. So lets say I bought a level XX from merchant and I go to unseal it to my empty slot, I just use my unseal / seal pass?

yes, you would use your own seal/unseal answer to open the character in your account. You must have a free slot open on your account though.

ok, I've got a few questions...

Let's say I have 3 accounts...Acc1, Acc2 and Acc3
I've got a rogue in Acc1, a mage and warrior
In Acc2 I've got another rogue
and finally in Acc3 I've got a BP

Now, due to the use given to cypher ring, can I do the next actions?
Get rogue and BP from Acc2 and Acc3
Delete mage and warrior from Acc1 and place there the rogue and BP from Acc2 and Acc3

Can that be done? 'cause if I can, then is tottaly worth paying the $55
