Deleveling and border defence war

Hi all,

I'm sorry if this has been asked before, but I couldn't find it on search.
Is it possible to delevel a high level char, restat/reskill it and join BDW? Eventually a low level range BDW with personal?

If someone knows, can he inform me of all in and outs regarding this?

The level 80 personal item has the same stats as the 70 personal item, and therefor most likely the same item ID, I couldn't see it being a problem. I don't have any idea why you would want to delevel THAT far just for some red treasure chests though. Go ED instead, the gems are worth way more.
