Are EXP gain dragon wings worth it?

i hear they are +9% exp?

do they give the total amount of exp or half of it? because bdw exp scrolls say they give 20% when in reality they only give 10% when you have prem, and that gem of experience in usko also only gave me +5% exp instead of 10%...

does anybody know?

They work on the base exp. I think they do work.
