How many times do you get to obtain Personal weapons?

I've been seeing people who has more than 3 personal weapons. Am I tripping?

No. I've seen them on usko.

For each rebirth, quests reset. For each server merge, quests reset. Depending on which servers you play, there might've been more than 2 merges throughout their life.
So it's possible to have a weapon rack full of personals...
