Level Jump skills question

Hello there guys.

I was wondering if doing the level jump at 60 would be favorable than from 50 in terms of skills.
The NPC says if I jump at level 60, I get my second job quest finished, but what about the skills?
Do I still have complete all the quests for me to the level 62/70/75 skills?

of course you have to do the quests, it only gives you the exp and skill points to add
