yes it can be traded , u can see those premiums in merchants. if u buy from PUS then u have to wait 48 hours till u can trade it and be above lvl 54(not sure about the lvl)

for a premuim user u can sll it after 24 hours of buying it from PUS
for non premuim user u can sell it after 48 hours
for both above u need to be lvl 54 to sell it
