fruity loops is good for noobs. You can get a sampler of some sort like Vsampler or Drumkitfromhell (what i use) but thats more advanced. Try renoise also, its a bit tricky to use but its one of the best for making beats.

cool edit pro is for recording I dont know if you can make beats with that but fruity loops and cubase are gg beat maker programs
