The panel is up, just under maintenance mode..

About scrolls, you can get basic scrolls from NPC in moradon, such as 1K HP Scroll, DEF 150, Speed up and Attack Scroll.

If you want to get 1500 HP Scroll, Def 300, Lion and TP Friend you've to farm in Bi-Frost.
