It's caused by crossbows being equipped in the main hand, while bows are equipped off hand. Enchant scrolls only affect main hand weapons, for whatever reason.

Fixed this right now, it wasn't using enchant scroll buff calculations on offhand, patched the section for bows and now they getting their sweet benefit from it as well.

Makes me wonder how many people knew that this was the problem in the first place lol. I never fact checked anything, but it was just my assumption as to why it didn't function correctly.
