I personally don't think theres a problem with the exp rate (little lower wouldnt hurt) but disable for the first week or two the knight letter quest and abyss blessing (or atleast make it required to be 60+ only).

I personally like getting 60 asap (should only take a day or 2 max if you have good clan parties). After 60, well 61, it should be good grind.

It's the drop rates that suck imo. waaay to many people are geared in chitin sets +5/6 and fullplates as well as shard/mds +6 and glaves/raptors +6. These gotta be lowered but it might be too late.

Wipe + slightly lower exp rates (after 61) + disable KNIGHT quest(for a determined time) + much lower high class item(chitins,shards,rappys,glaves,MD) drop rates and uniques from bosses(keep master quest items at a high rate though) = success

I do like the anvil rates. +5 is pretty easy to get too, wouldn't mind seeing that at 50-60% though just to make +6s even more rare.
You do need to add BUS onto the drop tables of more mobs though, Bloodseeker is a pain to farm when everyone is constantly raiding there and ksing each other when not raiding. At least let cardinals, beasts in cz, and wolf family in breth/piana drop bus at low rates

This kronos start is damn similar to many of aristona's KI servers.. they just failed miserbly.
