what you say is questionable, as I haven't actually heard of a turkish server that lasts longer than 2-3 months before relaunching or starting a new seasonal server (which is essentially another relaunch). at least not in a very long time.
so, it kind of makes sense that those servers can attract more users (I refrain from using the word -players- for multiple reasons, but I won't bother with an explanation -- I'm sure you know most of them, at least).

launching multiple servers at the same time only divides the community across these servers, serving primarily to generate more money rather than maintaining a strong, united player base.

but to answer your question, my opinion is that the difference lies in the fact that the turkish devs do this as a business with money as their main focus, while the english devs do it primarily to expand their skills across the various developing aspects an MMO has to offer.
when money is involved, it’s somewhat expected that you see more progress and updates than you would normally see.

I think that’s why you don't see any of those turkish groups, or whatever you call them, working on public projects; they prefer to keep their work private. I can only assume this contrast exists because the economy in Turkey is tough, and receiving money from foreign players is more profitable.
besides, the only turkish projects that ever happened to go public, is because they were leaked, and from what it seems like, they all appear to be projects based on, guess what, twostars's public snoxd project.

Agreed it should be restarted. The server is dead long time ago and the community is missing a good server. But as far as i know nikos he dosent care what people think he should do. He decide alone and he like to "punish" us for leaving his aerver after few months in my opinion.

Because first month/2 months is the best,where all ppl tryhard and theres so many ppl all places are crowded,now everywhre its empty,the ko players miss the old feelings where everywhere was full and ppl were half naked pking.

• Fixed a rare issue where participants in the Deathmatch event could be placed in multiple ranking positions, leading to multiple rewards being granted.
• Fixed an issue where the use of Ladder Truck during CSW resulted in client crashes following the updates on March 31.
• Fixed an official issue where setting UI scaling to anything other than default would reveal a client crash issue during merchant setup after typing long messages.
• Added upgrade scroll's name to both item and accessory upgrade chat notifications.
• Added chat notifications for unique items obtained randomly via NPC exchanges.

There have also been changes to the lunar war, announcement, basic attack, melee skill attack, archer skill attack, target HP, weapon defense, and clan systems. Nothing new about them, but if you notice anything unusual, please report it.

• Fixed an issue that prevented clan symbols from being registered following the server restart on June 24.
• Fixed an issue that prevented the allocation of stat points following the server restart on July 12.
• 1+1 Level Up event has started.
  
  • During the event period, if you level up once, you will receive a free level.
    
    • If you are level 1 you become 3.
  • 1+1 event is only available until level 67.
    
    • The highest level that you can achieve boosts on is 69.
  • Only odd number levels receive the effect (1 -> 3 -> 5).
  • For intentionally leveling down, even number levels do not receive the benefit (2 -> 4 -> 6).

Additionally, there have been changes to all magic and healing skills/potions (including DOT), the attack system, the item equipping system, the bounty system, the TP to Ultima's room, the weapon and archery range systems, the movement speed check system, and various NP, XP, and coin systems, including XP and coin jackpots. If you notice anything unusual, please report it.

Update:

• Fixed an issue that prevented attacking enemies in the Deathmatch event following the server restart on July 17.

Some of the originally planned game content updates, such as the FT necklace and Syphioric shield adjustments, as well as the release of the second armor set, were not included in this patch. We apologize for the delay.

• [Karus] Abyssal Altar and [Elmorad] Abyssal Altar have been added at the 3 o'clock and 9 o'clock positions (opposite sides of the town bases) on the bowl of Ronark Land.
  
  • You must socket 3 Void Shards into the altar to summon a randomized Abyssal Boss (slightly stronger than the regular bosses).
  • Both altars share the same socket pool, so ensure there are no enemies near their altar; otherwise, they could hijack the summoning process and summon the boss on their side.
  • Atross and Riote drop Void Shards.
• Winning in FT, BDW, and JM events will now also reward you with Eclipse Shards.
  
  • Trade 50 Eclipse Shards with NPC Dede Kurkut in Moradon to receive a Celestial Summoning Scroll.
  • Place the scroll on your skill bar and cast it to summon a randomized Celestial Boss (moderately stronger than the regular bosses) at your location.
  • The Celestial Boss will remain in the world for only 10 minutes; You must defeat it within this time, or it will vanish.

  • You have a 10% chance to receive a Blue Shard with every kill you make in Colony Zone and Ronark Land.
  • If you are in a party then every party member has a chance to receive a Blue Shard but the chances are less than 10%.
  • The bigger the party, the less chances for every member to receive a Blue Shard.
  • Collect 75x Blue Shards, then you can exchange them at NPC Dede Korkut in Moradon for a Garges Weapon of your choice.
• Felankor boss has been released.
  
  • There is the Red, the White, the Blue and the Green Dragon which can be found in Ronark Land but only one of them can appear at a time.
    
    • Each of them can drop an Elemental Essence Voucher and the Ring of the Felankor with their respective damage elements.
      
      • 20 Elemental Damage at (+0).
      • 30 Elemental Damage at (+1).
    • Visit NPC Selith to exchange the voucher for 10x elemental essences.
• Increased the drop rate of items from all Booro, Darkmare, Mini Darkmare, Titan, and Servant of Isiloon.
• The item icon of Stone(s) of PK has been changed.
