cuz i played on almost 250 prv server in 2005-2010 and no single 1 admin was so stupid to put scrolls in pus and kill his server yourself in this way.
osko started it by telling people: come to our server and feel old time pking with buffs when we alrady knew that as fast as any duffer pking on myko 70cap server there is no point going pk with buffs and only scrolls can save us and there was 20 times more duffers than buffers ingame.

The servers which other people mentioned (above), ProfessionalKO (my server, during 2010) and if i'm not mistaken, also KI and sexyko.
