Forums? Invisionfree,jcink will prolly be the best for you. After that you can buy domain like .com .net for very cheap price.
KO panel? Simply use a xampp,iis or hamachi and just register on no-ip.org.... but yeah and once again you should buy a host for ur ko panel too.
That's not good ;/ , i wanna a free panel .. !
