Just set it up what feels comfortable for you

I only really use 1 skill bar on my priest for xp (2 if voke party) it's laid out something like :

    - massive
    - para
    - malice
    - heal
    - heal
    - heal
    - pot
    - pot

Or something like that, it's easier just going by what you like

I'd suggest in 1 skill bar:
Para, torment, 1920 heal, 10000 single heal, pots, cure
    on a 2nd skill bar
massive, malice, 960 party heal, 10k party heal, pots, cure

too many variations are possible and efficient in terms of skill bars

in general, as a priest, you will be keeping only 1 hand on keyboard. depending on how long your fingers are ~1-6 is viable for your main skills

it's most effective to have blues on right click, reason being is that right click should be reserved for a common skill that does not rely too heavily on reaction time. the double click delay makes it less effective to use cure or red pots on right click as they are much, much more urgent than soul pots. however, soul pots are continuously used though not so dependent on time.

i, personally, still use cure on right click just because it is hard to break old habits. i was used to holding ctrl and right clicking back in KE which offered just as fast of a response time (if not faster) so it was justified.

in general, you will want 1920 heal, cure, and reds repeated on every page. my skillbar looks something like this

    f1
    1- 1920
    2- parasite
    3- torment
    4- malice
    5- reds
    6- blues
    7- restore
    8- acid/whipping/gate/constantly changing

    f2
    1- 1920
    2- 10k party
    3- 960 party
    4- 10k single
    5- red
    6- blue
    7- 960 mana sweep
    8- 480 mana sweep

    f3
    1- 1920
    2- 4 stone rezz
    3- sleep carpet
    4- massive
    5- red
    6- blue
    7- confusion
    8- 30 stone

    f4
    1- 1920
    2- helis
    3- 30str
    4- reverse life
    5- reds
    6- blues
    7- slow
    8- book

    f5
    1-4: scrolls/enchant
    5- magic hammer
    6- tp to friend
    7- cure
    8- disease

    f6
    1- 1920
    2- 960
    3- 720
    4- strength
    5- red
    6- blue

that is my current skillbar using a 60/60/12 ish build
