Lvl 71 delvling for RLB

Anyone kno if it's possible to delvl a lvl 71 rogue that has done his skill quest but not personal weapon quest. For RLB

If you have done any quest at 70+ u wont be able to get in, its like 60+ if u master u cant delevl to dcz

cause u have done the 70 quest u cannot enter

if u didnt do the 70 quest skill then u would but cant now
