It is simple.
If you wanna deal damage Probably u Would go full MP, rest HP, and use staffs like Garp+8/Elix+8/Oasis+8 depending on build.
If u wanna be tank/support, 160 Int for completes +7/+8 Sufficient MP for glacier Ernion and rest HP
If u wanna have a good slow rate, I think elemental plays the key role here.. Get highest Shios, and Glacier Ernion +8, should have a high slow rate

that didn't tell me where put my point for incrase my slow rate

Stat wont affect slow rate...
I mean, having lot of HP, or MP or Int wont affect slow rate in my experience..
Slow is considered a curse, so, a maxiture of caster's Ice Elemental, Staff ap, and receiver glacier resistance and curse resistance will determine the slow rate..
