I would say yes, it's pretty much useless. It can be fun as a poor man's power shot when it's on cd, but in general, its damage is too volatile. On paper it's 500% damage but sometimes you couldn't tell apart a regular dark pursuer from CS damage-wise.
+1 From another Archer Main player it is absolutely useless in CZ.
