3x rogue chitin +1rev(paurldon, pads, helmet)
2x rogue Fp+8(gaunlet, boots)

that goes out of budget, so get shard +1 rev, or maybe +2 rev

Also you can buy old emes, or atleast one for more ac and hp(you can resell them later).

wp+0 - 4gb

this is around 30 gb. if you feel you can make those 3 gb, get the wp+0 because in the future you will want wp+1. but if not just get old wp and that will give you 27gb. dont use chd7 until you get wp1, you will need the extra mana/hp from wp1 to make up what you lose from chd7.
