stun rate?

what does the change the rate of stun/scream etc i heard really much things but i still dont know what it is
elemental dmg or dex ?

is the dex at weapons/rings enough for a higher rate?

I personally believe i stun more with a lugias and something else then i do with a regular weapon..... so... dual fov/wp+1/dex weapon like lugias or the new spear would make it seem good.

I used dual fov+1, wp+2, lugias7 and impact+8 and legcut/shock stun seemed to work like 50% of the time...but scream never works for me

scream has a low rate in general has for a while from what i understand. shock stun has a much higher rate then scream does, as does leg cut in my expierience. unless u have a dex bonus of oh say over 20 i wouldnt bother with shock stun, and just go for evading (if you're 82+) and descent as it's not worth losing so much ac for something that will hardly work. then just hope and pray on scream and leg cut xD
