Garp +8 > Oasis +8 > Garp +7
I would go for Oasis+8
1ap / 24 elemental / 6 HP / 7 DD
VS.
22 int / 32 GR
You will hit more and be able to tank more with Oasis+8, slow rate should be around same, maybe even better with Oasis also.
go for garp no matter if it's +7... but honestly try to get a +8 and it will rape even more
