It's obvious to me Belt gives same wep def, but it's cheaper so u can afford something else also.
If u can't afford both, get IB first.

depends on your plans really... if u plan on like staying exp a lot, get the iron neck 1st, and continue exping and save up more coins then get like a skelly belt or an iron belt afterwards, but if u want to know directly right this moment and you want to instantly PK, then the iron belt + ep would be the best choice,

also a "different" type of choice would be to get an iron neck and a light belt of life +1/+2, it gives good hp bonus and resist
