Probably because for the cost of a +1 roc, he could have a +0 roc and a Skeleton Belt. An extra 4 ac, 3 str, and 3 hp stat is not worth the extra 10gb's it costs to make a Roc +1. Good luck though, +1 uniques like roc, rols, belts etc are dificult to sell. I saw roc +1 in merchant before for 10 gold bars. No doubt the guy got tired of spamming in moradon for days on end.
