I switched it to English and it doesn't look like it has anything to do with my payment. It was saying his account now had limited access for "Secure" purposes. It says to complete all checked items to get access back to the account and the only one checked is "Verfiy Credit Card".

So basically this guy has my money and his PP account is locked so he can't moved the money to his bank account, but he still won't trade me the Iron Neck and GB's.
