Illegal? Do you even know what d2jsp is? Probably not..
I played Diablo 2 LoD years ago and the currency for D2 items is FG (Forum Gold, which can be bought for USD).
So I had some FG's left and bought the shard.
It's not illegal. If it's illegal, then all items at KO4Life are illegal aswell.
The shard exists, it's real and it's up for sale.
Like i've said; I will consider to trade the shard before receiving any payment.
