yes its sure...but i think everyone will be on the same mind than me with saying that the time to lvl a 70 char is more worth than for eg a +10 shard... and as you say, on the other side ppl buy items for more real money than some high level chars...so i think there's a problem with the assignement people give to things...its their problem...
you could also say "ok lets translate everything in time"...so maybe the time to get a +10shard would be higher than a 70 rogue..the thing is, i think you will get more fun with a 70 rogue stuffed with md+7 than with a 60 and shard+10...i don't know its my personal opignion
