Since? (Private server related) You're pulling that out of your ass,in the past i've had over 100 chargebacks won every single one of them.
If they do a chargeback,it doesn't really matter since if you write your policy against them good enough,they won't win either way.
Oh and a business account connected with a Gaming Company does help.

On topic,you could simple unban him he isn't smart enough to scam anyone at this age,neither did he have the chance to scam at 12 (13 ;_; ).
