well if you dont believe us then try to cypher it with the krowaz set on it. it will tell you its unable to seal the character

you can have in cypher ring , a magic bag ( 1 I think ) , money and 1 item only in botton right corner.
Generally people put there the personal item ^^

Nation transfer receipt can be deleted ingame.
