I believe the select character was never reimplemented due to a security or duping issue. I remember something mentioned in the PSKO scene about it before.

There used to be many bugs with select character option,

Players used to login to any empty server or sub-server, then used select character -> back option and then logged in to the server they desired no matter if its 'normal status - users' capacity was full or not. Also it was abused with dupe methods because there wasn't a check whether the user was being attacked or not -- the actual problem here was users not being saved by clicking select character option. Hackers were also abusing this to log into any character without account ID & PW validation.

All this could be fixed but they were too lazy.

They just fucking disabled everything that was causing problems lol.. I recall all quests being disabled for couple of weeks or something and people were not able to do their master (I think it was because people managed to bug the tyon meat quest and got rich like that).
Let alone all those useless things things ingame that had 0 meaning but made people believe these things are good for something, like Manner points or almost all Npcs in Moradon

0 meaning? What do you even mean. The manner points were necessary for my 70/42/10 politics & siege weapons build.
