i buyed from PUS charakter seal scroll ! and yet i wana use it but dont work :S ?? why that??

i have premium 1h! my char is empty nothing on him no money nothing !! i try it and they say character seal failid ! i reloged my pc and game its same problem all time whyy anyone know the problemm??
