I have windows 7 and everytime I disconnect , not by server , by me it's being saved.

I got Win7 64x and this tuto worked fine, i also removed Administrator permission for set/change value.
So, remove permission to set/change for all users not only urs.

^^ Good fro you, was just going to say this guide pretty much works for Windows 7 aswell =)
easy way to save skill bar is just set it up, exit game with in-game options ( not atl+f4 or disconnection) and than relog, always saved my skill bar like this and always worked XD
