What is a way to avoid being charged back 100% It's way too common and easy for someone to simply say they didn't authorize the purchase, and isn't that basically a guaranteed chargeback?

Simple answer to the first half: trade with someone you trust. Other than that there's no 100% way. There are some obvious signs of who not to trust which reduces your chance, but nothing else is 100%.

Payment owed does not help reduce the risk of PayPal disputes.

Please note that disputes and charge-backs are completely different things.
