You can only agree to the first part of that "sentence" the lets throws me off, i dont see why you would add that if you just wanted it to be a statement for people to agree or disagree with but ok.

The first part is actually a sentence.
In order to agree or disagree, you must first decipher.

Everything you just said/asked was a misinterpretation, and the first half of your second (run on) sentence makes no sense.

And yes, there's a (small) difference in the quotes.
