Charactrer Seal Scroll.... Bugged?

Are they Bugged?
i finally go 1 pretty cheap and now i cant even use it.. WTF!?!
i kno how they work ive done it twice b4.

click seal char at EMC Inn, click okay. put CSS in slot. choose char. then do my scerity key..(Yes i have it correct) and then clicked confirm.. and it shows in info Bar, Character seal failed.

Use search, there are many comprehensive threads about what can go wrong and what needs to be done in order for the CSS to work.

i gues its bugged atm because yesterday bought a 81 warrior in CR and i can unseal it it kept saying : this function has curently been disabled for security reasons please contact the KOL website for more information, but you can't find a single thing about it at the website :/

Well i got all this priest gear to wear to start my INT BP... cant even CSS my 69 char.. to make room on my account.. this is total BS i deleved 9choas vouchers and 3 MS to CR him and still didnt work.. prob should have done the MS but whatever..
