Cuff Binder Pet Details

So the cuff binder pet outta the PUS is a permanent effect on your pet right? or is it some ts that goes away after an hour or something? and is it bugged? i read somewhere that someone's pet keeps returning to lvl 3?

I have a cuff binder, it's permanent. Mine is lvl 60, can't de-level 60's so I'm not sure if what your talking about is possible.

its a pet ts sc permanent ...this is like the sc that changes the pet to bulkan or dts or tyon... etc
