they summon the dragons in delos..

So far on manes there are just Dark Dragons and BF mobs, and a mini ultima(Latenoid). We can't attack them yet, and theres like ~30 ppl just standing around.

delos ofc, the gms are to lazy to spawn mobs in 2 places.

Think the gm just logged on, spawned mobs and logged off again.

Based on the last Ultima posting, the golden dragons are suppose to fight along side humans and orcs in order to defeat Krowaz, so I don't think that your suppose to attack them. In addition, the posting ends with a final statement indicating "a war is coming...". Seeing as Ultima's army is amassing in Delos, IMO it seems most likely that the event will occur during the next castle siege war where we (humans and orcs) will have to fight together with Ultima's army to defeat Krowaz's army.

they will also need to put in a new patch before event as we can't see golden dragon without new tbl files

Agreed. For now, watch Ultima's army amass in delos if you want. But from the final posting we should be looking for the Messenger.
