I'm not sure about most other +9 items, but I do know people that have made them legitly. It was only 2 or 3 weeks ago a clannie made a +8 normal shard and then reved it and made it +11 rev.

It is actually possible to make this stuff, but it just takes patience and a lot of confidence.
