If I get level 70, and I don't do the personal quest but I get howling blade, then delvl to 69, and reskill/restat, will I be able to return to RLB? (that would take away my howling blade)

Not possible cuz you unlocked howling sword.
ive read in ko4life that if u did the skill quest but not the personal then yea u can delevel (?)
as farr as i know, you can get the skill but not the personal.
as long you did not get the personal you should be able to delvl restat reskill and be fine.
say bb to rlb only if u did the personal item quest
howling sword no problem, delvl reskill restat and off you go
