is Rebirth item 100%?

if i rebirth my +7 cleaver, will it break? and is it 100%?
Also, does rebirth make +7 items glow?

You can't rebirth a cleaver. But if you rebirth an item, it's 100%. Upgrading the + of the rebirthed item, however, is not 100%.

Rebirthing can also increase durability. My shards were 11000 at +7, now 12000 rebirthed.

Edited to add: I didn't realise the durability would increase - I just wanted them to glow, lamely
