level requirement to open Cypher ring

Hey guys, I am gonna be buying a character in a cypher ring. I am wondering if you have to have a character on the account that is a certain level to open the ring?

I am planning on making a brand new account, so it would have no characters on it. Is there a minimum level that I need to be to trade with another character?

Been a loooong time since I played. Any info would be helpful

well CR dont have any lvl requirements, but you need like 35 to trade (and SMS verification of account). Btw nice to see you once agian
