You know that it doesn't record the second that you level up right? It just updates everyone in awhile and lists the time of the first time that it listed him as 71. He could have been at 71 and 99.99%, then 72 and 00.01% 2 hours later. Or of course he could have been at 71 and 00.00%, then 72 and 99.99% 2 hours later.
