Pretty legit, they have to remove the minor cooldown tho if they gonna implement this check. If they aren't going to remove it there will be shitloads of warriors and mages all the suddent xD

minor is not the biggest problem ... when they lightfeet perfect .... put ac in a perfect way .... perfect combo....perfect cancel ..... they only have to choose the target....

with all this and some lose cause they have allways the same combo/macro and a person that knows how to play can predict it and win ... but a regular player or a player that is starting the game has no chance.

They can't lower cooldown more than it already is. The value set in tbl and database for minorcooldown is the minimum which is 1. Client nor database don't support lower cooldown value unless they wold rewrite everything which ofc they won't.
There are few leverages to be pulled off tho, they can always balance skill wise (as in buffing some of the skills or change the heal capacity of minor heal), but imo best would be leave it as it is and simply remove cd.

How would you differentiate between a one to one button key binding macro versus a combo macro.

Pretty sure warriors have been better than sins since the beginning of KO. Just people didn't know how to properly play back then.
