No, KO is disabled
I could believe k2 disabling the monument and well everything else, since they can't stop koxp, they just take out the mobs. Too many people were leeching monument in war, so they take it out. Too many people were attempting the knight squad quest, so they disable the npc. Too many people were stocking up on pots in their inn, so they take the inn out. Doesn't really sound like something they wouldn't do.
