No more ap boost at 60?

I just became a kasar hood and my ap was 1005 unbuffed right before i turned it in.. I coulda swore you get a permenant 20% ap boost at 60.. but when i looked my ap went up only 50..... Does it matter that i am an archer?

As a Archer you just get 5% attack boost
Sins and Warriors get 20 %

its 1 point into mastery per lvl like 60 = no points 61 = 1 point so on and so forth
