no its to stop ppl from doing credit card fraud ppl with new accounts or below lvl 60 can still purchase scrolls but cannot trade them

basically it will make ppl think twice bout buying scrolls on new accounts and trading off using and then charging back or reversing

besides most ppl with adream have a lvl 60 neways and if u dont lvl to 60 and delvl reskill

LvL 1-80 can purchase pus items from PUS, trade and merchant.

Only LvL 60-80 can sell/trade pus items.
