I think the plan was to increase the level cap long before anyone got to 81. It is currently put at 80 because of some technical stuff, IIRC.

1) no , they are not being koxped.
2) I think CS drops like in USKO , not sure about ROF , haven't killed felankor yet.
3) Ultima , as a part of bifrost , has been removed from the game.
4) My american friends have no problem playing.
5) EUKO has newer files than USKO.

Since I can't post on NTT's site (Plus I can't be bothered to register) I'll post it here and any of you send futility back here.

Check your quests mate, the level 70 selfname quest is repeatable by packets, this is not a huge impact since you still need the items but well.

Check some exp quests too, heard those are also being abused. Never hurts to check.
