They were duping them and bugging them. To make a +3 you need 27 ROF, they aren't dropping at that rate for anyone bugging them and make +3s. With duping they just dupe the +1 then the +2...only needed to dupe 3 times each for one +3. Now that the dupe is fixed we know how, through name change. This wasn't the only way they were doing it but it was the main one that worked all the time. The other dup methods made unusable dupes, the name change dupe made items with new numbers which in turn made them duped "legit" items.

no u dident .. when someone lure obl out of bowl it do suiside and spawn in bowl again.. i thought the same first time i saw it.. i dont thinke u can use wolf bug in CZ because u need to us TS for it i thinke
