It's not a bug, it's a feature implemented in the game.
If it was a bug it would be notified as a bug on at least one of the KO servers, but as for now, JPKO, TWKO, China KO, and MYKO all have not said it's a bug. In addition, it was done on purpose because in TWKO there were tournaments where the official reports even stated the use of the CTRL spam click.
